J. Mark Cowell

Mark Cowell is an associate practicing primarily in the area of tax litigation and civil defense litigation. Mark obtained a Bachelor of Arts in Political Science, cum laude, from Auburn University and obtained his degree of Juris Doctor from Cumberland School of Law at Samford University.

Mark regularly represents counties and their employees in State and Federal Court on a range of issues. A large portion of Mark’s practice is devoted to representing counties in the defense of ad valorem tax appeals as well as self-administered jurisdictions before the Alabama Tax Tribunal. Mark has extensive experience representing cities and counties throughout the State in complex tax matters ranging from sales and use tax disputes to challenges regarding the constitutionality of Alabama’s tax laws. In addition to his litigation work, Mark regularly provides advice to self-administered jurisdictions and county tax officials in pre-litigation matters covering a broad range of topics affecting state and local taxation. He also assisted in preparing the 2021 legal update to County Finance Manual for the Association of County Commissions of Alabama. He is admitted to practice in Alabama State Courts, all U.S. District Courts of Alabama, and the United States Circuit Court of Appeals for the Eleventh Circuit.

Mark is married and has two children. He is a member at Southside Gospel Fellowship in Montgomery.
